DB43/T —2024 301543 湖 南 省 地 方 标 准ICS 67.040 CCS X 01 发 布 湖南省市场监督管理局2024-07发布-12 2024-09实施-12校园食材配送服务规范 Specification for campus food delivery serviceDB43/T3015—2024 I目 次 前言·························································································································Ⅲ 1范围······················································································································1 2规范性引用文件·······································································································1 3术语与定义·············································································································1 4基本要求················································································································2 5场所与设施设备·······································································································2 6卫生管理················································································································3 7采购与验收·············································································································3 8检测与贮存·············································································································4 9运输配送················································································································4 10信息与记录············································································································5 11追溯与召回············································································································5 12服务评价与改进·····································································································5 附录A(资料性)学校食堂供应食品禁用慎用品种····························································6 附录B(资料性)主要食品品种验收要求和检查方法·························································8 附录C(资料性)快速检测项目和方法···········································································9 参考文献···················································································································10DB43/T3015—2024 IIDB43/T3015—2024 III前言 本文件按照GB/T1.1—2020《标准化工作导则第1部分:标准化文件的结构和起草规则》的规 定起草。 请注意本文件的某些内容可能涉及专利。本文件的发布机构不承担识别专利的责任。 本文件由湖南省市场监督管理局提出。 本文件由湖南省食品标准化技术委员会归口。 本文件起草单位:湖南省产商品评审中心、湖南省市场监督管理局、湖南食品药品职业学院、湖南 省疾病预防控制中心、常德市桃源县市场监督管理局、怀化市辰溪县市场监督管理局、长沙九域食安科 技有限公司。 本文件主要起草人:吴社莲、易翠薇、周圣军、廖标、尹佳欣、段丽琼、姜全波、李汀、万丽玲。DB43/T3015—2024 IVDB43/T3015—2024 1校园食材配送服务规范 1范围 本文件规定了校园食材配送的基本要求、场所与设施设备、卫生管理、采购验收、检测与贮存、运 输配送、信息与记录、追溯与召回、服务评价与改进的要求。 本文件适用于校园食材供应机构(包括统一配送中心和校园食材供应商)、各级各类学校(含托幼 机构)和学校集中供餐单位食材配送的管理。 2规范性引用文件 下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中,注日期的引用文件, 仅该日期对应的版本适用于本文件;不注日期的引用文件,其最新版本(包括所有的修改单)适用于本 文件。 GB5749生活饮用水卫生标准 GB7718食品安全国家标准预包装食品标签通则 GB12694食品安全国家标准畜禽屠宰加工卫生规范 GB14881食品安全国家标准食品生产通用卫生规范 GB28050食品安全国家标准预包装食品营养标签通则 GB31605食品安全国家标准食品冷链物流卫生规范 GB31621食品安全国家标准食品经营过程卫生规范 GB31654食品安全国家标准餐饮服务通用卫生规范 3术语和定义 下列术语和定义适用于本文件。 3.1 校园食材campusfood 供校园食堂加工制作食品所用的一切可食用或者饮用的物质。 3.2 配送delivery 根据校园食堂要求,对食材进行简单处理、运输等作业。 3.3 统一配送中心unifieddeliverycenter 根据校园食堂订单要求,对食材进行统一采购、统一验收、统一分拣、统一配送的经营机构。 3.4 校园食材供应商campusfoodsupplier 向学校提供食材及配送服务的企业及个体工商户。DB43/T3015—2024 24基本要求 4.1制度管理 4.1.1校园食材供应机构应建立食品从业人员健康管理、供应商管理、食材采购索证索票和台账登记、 食材进货查验入库登记、食品安全自查、不合格食材处置、废弃物处置、设施设备维护保养、食品安全 应急预案等制度。 4.1.2校园食材供应机构应建立食品安全风险管控清单。 4.1.3校园食材供应机构应建立食品安全追溯体系。对库存、运输、配送、签收确认、信息反馈和追 踪查询及数据统计、费率结算等信息真实、准确、完整记录,具有可追溯性。 4.1.4校园食材供应机构食品从业人员上岗前应经培训考核合格,并每年完成40学时的食品安全知识 培训。 4.2统一配送中心 4.2.1应取得营业执照、食品经营许可证等有效证照。 4.2.2应配备掌握食品安全相关法律法规、标准的食品安全总监和食品安全员及配送人员。 4.2.3应建立多渠道沟通协商机制,根据学校不同需求制定服务方案,并建立客户档案。 4.2.4宜为配送食材投保食品安全责任险。 4.3校园食材供应商 4.3.1应取得营业执照、食品经营许可证(备案)或食品生产许可证等有效证照。 4.3.2应配备相应的食品安全管理人员和配送人员。 5场所与设施设备 5.1场所设置 5.1.1应具有固定的经营场所,并符合GB14881、GB31621的相关规定。 5.1.2应设置满足不同类别食材分类贮存的场所,并明显标识。 5.1.3对食材进行初处理再配送的统一配送中心,应根据需要分别设置动物性食材、植物性食材、水 产品初处理和包装场所。包装间应为独立的场所。 5.1.4统一配送中心应设置食品从业人员洗手消毒更衣场所。 5.2设施设备 5.2.1加工用水的水质应符合GB5749的规定。 5.2.2应配备满足食材初加工的作业台面、工具、容器,保持清洁卫生、定期消毒,并记录存档。 5.2.3应配备食品从业人员洗手消毒设施。 5.2.4应配备防鼠、防蚊蝇、防尘、防霉等设施设备。 5.2.5校园食材供应商应配备专用的运输车辆,配送中的温度符合校园食材贮运要求。 5.2.
